Capacity building
The NCSC has a core focus on cyber capacity building in the Pacific, with initiatives focused on collaborating with Pacific Island nations to develop national cyber security functions.
The NCSC is also co-convenor of the Pacific Cyber Security Operational Network (PaCSON) Awareness Raising Working Group alongside CERT-Tonga. This group of operational cyber security organisations is a leading voice on cyber capacity building in the region.

PaCSON Capacity Building Action Plan 2025-2028
Led by NCSC and CERT Tonga, in October 2025 the PaCSON Capacity Building Action Plan 2025-2028 was launched. Designed by the Pacific, the action plan is the key framework for partnering on cyber capacity building initiatives in the region.

Workforce development
The Pacific Partnerships team at the NCSC supports the development of the cyber workforce in the Pacific. The team delivers focused training and provides learning opportunities across the region.
Raising awareness
As the world and the Pacific engages more online, raising awareness of cyber security is central to building cyber resilience. Pacific Partnerships supports both regional and local cyber security awareness initiatives.
Cyber Up Pacific campaign
As part of the PaCSON Awareness Raising Working Group, the NCSC has supported the design and development of the PaCSON Cyber UP Pacific campaign.

Regional and international forums
